PIFM draws attention to the fact that thousands of foreign citizens legally employed in Romania do not appear as insured in the health system, even though they pay contributions.

The Employers' Association of Labor Importers (PIFM) signals a major problem: thousands of foreign citizens legally employed in Romania are not recognized as insured in the public health system, despite social contributions being paid monthly. This situation is not caused by a legislative gap, but by administrative dysfunctions, according to the PIFM statement. Although the insured status is fulfilled according to the law, the update of the status in the information system is not done automatically. PIFM identifies three common situations: citizens who do not appear as insured after obtaining the residence permit, completely unregistered individuals in the system, and difficulties in processing correction requests due to a lack of staff.


The National Health Insurance House confirms that residency is a condition for insurance, but the blockages are administrative. PIFM requests automatic updating of the insured status, interoperability of databases between institutions, and the introduction of an electronic procedure for employers. PIFM Vice President, Corina Constantin, emphasizes that this is a matter of good administrative sense, considering that these employees also fulfill their obligations to the state.
