Over 67% of state universities have not adopted the new code of ethics following the amendment of legislation regarding sexual harassment or gender discrimination, according to an ANOSR analysis.

According to an analysis conducted by the National Alliance of Student Organizations in Romania (ANOSR), over 67% of state universities have not adopted a new code of ethics following the legislative changes in 2025, through Government Decision no. 952/2025.

Out of the 52 state universities, 35 have not implemented the changes, and only 14 have fully adopted the new regulations. Regarding the ethics committee regulations, 71.2% of universities have not adopted the legislative provisions.

ANOSR urges universities to quickly implement the changes and to comply with the obligation to integrate national regulations into internal documents. The organization emphasizes its commitment to a zero-tolerance policy against harassment and discrimination in the university environment.
