Although digitization is a priority, only 30% of public hospitals have submitted projects for European funds through the PNRR, and more than 40% do not have adequate IT equipment. In contrast, private hospitals are rapidly implementing digital solutions. The Electronic Health Record is consistently used by only 30% of public sector doctors. Main obstacles include bureaucracy and lack of digital skills among staff. Romania has €2.4 billion to reform the healthcare system, but only a third of hospitals have applied for the funds.
