An internal memo from the National Security Council shows that the Trump administration considered Romania's failure to comply with democratic norms, including canceling elections, when it excluded the country from the Visa Waiver program. In March, the Department of Homeland Security said Romania did not meet the necessary requirements, and US officials raised concerns about undemocratic actions.
