The Meridian National Trade Union calls for the proposal regarding the reunification of the Romanian Customs Authority (AVR) with the National Agency for Fiscal Administration (ANAF)—included in the governing program proposed by designated Prime Minister Siegfried Mureșan—to be analyzed with “utmost responsibility.” Union representatives warn that such a decision must be assessed both in terms of the functioning of Romania’s customs administration and in the context of the reform of European customs policy.
According to the organization, in 2026 the European Union adopted the Regulation establishing the Union Customs Code and the European Union Customs Authority. The reform seeks to digitalize, manage data jointly, strengthen cooperation, and coordinate customs administrations more effectively, while at the same time preserving the role of national customs authorities.
Meridian points out that the AVR, established approximately four years ago, has already undergone several reorganizations, one of which is currently underway. The union maintains that staff need institutional stability, sufficient resources, adequate working conditions, and recognition of their responsibilities.
The organization calls for any reorganization to be based on realities on the ground and on the need to maintain effective customs control. The union requests transparent dialogue with employees and their representatives before any decision is adopted.
