The Mayor of Sector 3, Robert Negoiță, accused of having paved a road on his brother's private land using public funds, was reportedly warned by people from the City Hall he leads about the risks posed by building roads over gas pipelines belonging to Transgaz, according to DNA transcripts.


The transcripts focus on Florentin Corbuleanu, described as a close associate of the mayor, holding managerial positions in the Sector 3 City Hall and in companies of the Local Council. In intercepted discussions, he states that he explicitly warned about the danger posed by roads built over Transgaz pipelines without adequate protection, using the example of the tragedy in Rahova to illustrate the risk of an explosion at high-pressure pipelines, according to G4Media.

In a dialogue with a female employee of the Sector 3 City Hall, identified by the nickname "Tanța", Corbuleanu criticizes the practices by which the administration allegedly entered private lands to pour asphalt, curbs, or tiles, emphasizing that "you don't enter private land where it says it's private" and that some works were done without complete documentation. Tanța confirms the existence of similar situations at Brăsălie Park, which she claims is in the public domain of the Capital, not Sector 3, and reports that she refused to provide electricity there precisely because there was no legal basis. 

Corbuleanu: (n.n. unintelligible) "Man, you can't... You know that I've had this discussion a few times when I was around there, at ADP, and I told him (n.n. to Robert Negoiță): 'Man, boss, there are certain things you can do and certain things you can't do.' This is to pave on private land, to enter private land... . Ah, because we... how we laid down a lawn on some land whose ownership you didn't know. Man, but when you enter someone's yard and you lay tiles and curbs for him or you put a road over the Transgaz pipeline, it might be for a while that no one says anything, but look, now I remind you and the people are right. Man, the one who said... Did you see the address from Transgaz? He said: "You risk that at some point that big pipe will burst. Man, it goes to hell, it explodes, and those are high-pressure pipes, it explodes between neighborhoods, I mean... there are things that... you know how it is... the red flag, man, it doesn't pass this. Because you go on a private road, on a field, because you do another one, because you plant a tree, because you lay a tile on a vacant lot... Man, but I repeat, once you don't enter private land where it says that, man, it's private. How he obtained it, he obtained it, it matters less and 2 in hand, where you have gas pipes, electric pipes, you are very careful with them because look, a disaster happens like in Rahova there and you get into trouble, but it worked, it worked, now... you know how it is, after you eat, what do you do? Payment for the table, someone pays the table.

What are the charges against Robert Negoiță

In the summer of 2025, Negoiță Robert Sorin, in his capacity as mayor of Sector 3, allegedly exercised his duties in violation of legal provisions, ordering the construction and paving of a connecting street located in Sector 3, between Șoseaua Industriilor and Soldat Ghețu Anghel Street, on land owned by the private company S.C. Future Business Ideas S.R.L., without the necessary legal documentation for carrying out a public investment and without the mandatory authorizations and approvals for executing the construction works.

Through these actions, the defendant allegedly caused damage to the administrative-territorial unit of Sector 3 amounting to over 902,000 lei, representing the costs of materials, human resources, and machinery used for the execution of the work, while simultaneously obtaining an undue benefit for the landowner company.

Additionally, DNA also accuses Robert Negoiță of having illegally ordered construction works on 11 streets in Sector 3 during the period from November 2017 to December 2025. At the same time, the works would have been carried out without obtaining the mandatory approvals, including those issued by the gas network operator (Transgaz), for interventions carried out above gas transport pipelines or in their protection zones.
