The General Mayor of the Capital, Ciprian Ciucu, has requested an urgent amendment to the legislation to allow the City Hall to intervene effectively in the cleaning of graffiti and posters from heritage buildings in Bucharest. During a public debate, Ciucu emphasized that the current legislation hinders the process, requiring complex approvals and documentation. The mayor mentioned that the city suffers from a loss of funds and highlighted the importance of differentiating between construction and cleaning.


The Minister of Culture, Andras Istvan Demeter, added that immediate measures are necessary to restore the buildings to their original state, proposing the decriminalization of interventions for cleaning graffiti. The City Hall has launched a program through which owners can benefit from 80% of the costs of cleaning works, aiming to improve the appearance of the city and protect the heritage. Those who do not comply risk contraventional sanctions.
