The Mayor of the Capital, Ciprian Ciucu, declared that his priority is to save the heating system, starting with preventing the bankruptcy of Termoenergetica, which would lead to the collapse of ELCEN and the entire system inherited from the communists. He had meetings with representatives of Termoenergetica and ANRE to discuss the structural issues and regulations affecting the company's operation.

Ciucu emphasized that Termoenergetica is facing huge financial losses, similar to those of RADET, and that a profound reform is necessary. The mayor agreed with the Minister of Energy to analyze the activity of ELCEN and to discuss the necessary investments for re-technologization. Additionally, the General Council approved a loan of 150 million lei to pay off the debts accumulated by Termoenergetica, and Ciucu called for the support of Bucharest residents to implement the necessary reforms.
