Law 181/2025 extends the obligation of RCA insurance to electric bicycles and scooters: establishes clear rules for insurers regarding the history of damages.

Law 181/2025 brings significant changes in the field of RCA insurance, including the expansion of the category of vehicles that require RCA policies. Thus, electric bicycles, electric scooters, and other self-propelled means of transport that exceed certain technical limits will be included in this category. Insurers will be obliged to publish information about their policies regarding the use of the damage certificate in calculating the insurance premium, ensuring transparency for the insured.

The law also prohibits the application of discriminatory treatments, so that drivers returning from abroad will not be penalized for the lack of a policy issued in Romania. Another important change is the recognition of damage certificates issued in other EU member states, which will be treated the same as those from Romania. This measure will allow Romanians who have lived abroad to benefit from a fair bonus-malus system. The damage certificate, necessary for establishing the damage history, will be available in Romanian and English, thus facilitating the insurance process.
