Before Laura Codruța Kövesi’s departure, the European Public Prosecutor’s Office (EPPO) was conducting the “Pfizergate” investigation into negotiations for the purchase of COVID-19 vaccines, examining possible interference in public office, the destruction of SMS messages, corruption, and conflicts of interest. According to media reports, Ursula von der Leyen had not yet been interviewed “in person” by the EPPO, although the investigation was taken over in 2024 after initially being opened in Belgium.
Meanwhile, European Prosecutor Cătălin Borcoman stated that, in 2025, the EPPO had approximately 3,600 ongoing cases, involving estimated fraud of 67 billion euros, while Romania accounted for around 10% of the cases, with investigated damages of approximately 6 billion euros. At the same time, the EPPO and China’s Supreme People’s Procuratorate signed a working arrangement in Luxembourg on 4 September concerning cooperation in investigations related to organized crime affecting the EU budget, money laundering, and corruption, including through an action plan for 2026–2028.
