The dismissed Prime Minister Ilie Bolojan stated that one of the major errors in managing construction projects was over-contracting, exemplified by the Ministry of Transport, where contracts worth over 19 billion euros were signed for an initial PNRR of 7.4 billion.


This 300% over-contracting led to financial difficulties, delays in works, and non-payment of contractors. Bolojan emphasized that prioritizing already started projects was essential to avoid financial losses. He also mentioned that for new projects, such as the Arad-Oradea Express Road, the order to start will be given with delays to ensure funding.


Additionally, he imposed a 25% co-financing requirement from local authorities for stadium projects, highlighting the importance of their viability. Bolojan promised more responsible management of the budget and projects in the coming years to avoid creating unrealistic expectations.
