The SNSPA coordinated, within the Bucharest Security Conference 2025, the panel Hybrid Threats and the Resilience of the Liberal Order – Lessons from Disinformation and Polarization in 2024 & 2025, dedicated to analyzing hybrid threats and disinformation that affect the level of trust in institutions.

At the Bucharest Security Conference 2025, the Center for Promoting Participation and Democracy organized a panel on hybrid threats, moderated by Dan Sultănescu. The discussions highlighted the impact of disinformation and polarization on trust in institutions and social cohesion. Remus Ștefureac presented survey data showing how these phenomena affect public perceptions. Clara Volintiru emphasized the importance of trust relationships between individuals for reducing social tensions. Iulia Huiu discussed the vulnerabilities of the state caused by executive decisions, while Mădălina Boțan analyzed the influence of the TikTok platform on disinformation in electoral campaigns. Adi Constantin presented a monitoring of narratives about NATO in the Russian press, highlighting the communication strategy in hybrid warfare. Participants concluded that hybrid threats require a resilient society and well-informed citizens.
