The High Court of Cassation and Justice (ICCJ) rejected on Thursday Declic’s request challenging the CSM procedure for appointing Lia Savonea to head the supreme court. According to Declic, the judges cited a lack of standing and did not examine the substance of the matter.

The decision definitively closes the case, after the ICCJ also rejected as inadmissible the requests to refer the matter to the Court of Justice of the European Union and the Constitutional Court of Romania.

Declic claims that the case was transferred for a year between the courts in Cluj, Alba Iulia, and the High Court, ultimately being decided by the court headed by Lia Savonea, who was targeted by the challenge. The legal action against the Superior Council of Magistracy was initiated in the summer of 2025 and supported by more than 70,000 citizens.

The organization complained that the appointment procedure was initiated prematurely and lacked transparency. Declic announced that it might refer the matter to the European Commission to trigger Article 258 of the Treaty on the Functioning of the European Union.
