Environmental organizations Agent Green, Bankwatch, and DeClic have expressed their outrage at the decision of the Constitutional Court of Romania (CCR) to declare constitutional the law initiated by Daniel Zamfir, which allows the continuation of the construction of hydropower plants in protected areas. This law could affect 27 national and natural parks, activists claim, warning that hydropower projects have a negligible energy impact, below 1% of national production.

Daniel Zamfir stated on Facebook that he managed to pass the law through the CCR, despite the opposition of NGOs. Activist Gabriel Păun emphasized that the CCR's decision paves the way for modifying the boundaries of national parks in favor of economic interests. NGOs propose alternative solutions, such as retrofitting existing hydropower plants, which could increase energy production without affecting nature. These organizations intend to notify European institutions about the effects of the PL-x 14/2023 law, considered inefficient and ecologically harmful. Representatives of the organizations are calling on politicians to prioritize modern energy solutions that protect Romania's natural heritage.
