Mihaela Rodica Suciu, general director of Distribuție Energie Electrică România (DEER), refused to provide confidential information about the capacity available in the electricity grid for a photovoltaic panel project. The episode is described in an indictment through which prosecutors sent two magistrates and two businesspeople to trial in a corruption case.
According to investigators, former PSD county councillor Dumitru Daniel Learciu, supported by prosecutor Gigi Ștefan and Constanța County Council President Florin Mitroi, was trying to identify land that could be connected to the grid. In February 2026, Learciu met with the DEER director at a hotel in Balvanyos, after she had been contacted by a person who introduced himself as Florin Mitroi.
During the discussion, Learciu allegedly requested data on areas with available capacity near DEER substations. Mihaela Suciu said she felt irritated and asked whether she was being asked to do something illegal, since the information was confidential. An ambient recording submitted to the case file captures subsequent discussions between Learciu and prosecutor Gigi Ștefan, who allegedly sought other ways to access the information.
After the director’s refusal, the two contacted ANRE President George Sergiu Niculescu. He allegedly told them that the technical data had to be requested officially, in writing. The investigation also concerns efforts to obtain a position on SAPE’s Board of Directors, as well as support for developing wind or photovoltaic projects in several counties.
