Prior to the measure ordered in October 2026, DIICOT prosecutors had imposed, in February 2025, a precautionary seizure on certain real estate and other assets (including apartments, commercial spaces, land, cars, shares in companies, stocks, and bank accounts) as part of the investigation into alleged offenses such as establishing an organized criminal group, embezzlement, fraud, money laundering, and tax evasion. At that time, the case involved estimated damages of tens of millions of euros, and a large number of people joined the list of creditors after the companies became insolvent.
Subsequently, on October 14, 2026, the Bucharest Court of Appeal definitively ordered the lifting of the precautionary seizure imposed on the Nordis apartments in Mamaia, estimated to be worth more than 100 million euros, upholding the challenges filed by Nordis Management and Nordis Mamaia, while maintaining the seizure on the Ciorbă family’s assets. Separately, during the preceding period, DIICOT announced the expansion of the criminal investigation in the Nordis case after 50 new complaints were filed by victims, who reported additional damages.
