Daniel David, Minister of Education, said a rethink of the scholarship system for students is needed, with a focus on social scholarships for disadvantaged backgrounds. He emphasized that the rural education system is fragmented and that there is a need to concentrate resources, including the creation of rural campuses. David noted that scholarships for pupils and students contribute significantly to the budget deficit, and that the education system needs reforms to eliminate existing anomalies.
