The Superior Council of Magistracy (CSM) declared that the courts in Romania are facing an unprecedented volume of cases, with activity doubled in the last 10 years and four times higher than the European average. In 2024, Romania reported 769,823 cases pending resolution in civil and commercial matters, compared to a European average of 358,277. The case coefficient per capita is 4.04 in Romania, compared to 1.75 in Europe. CSM emphasizes that, despite this large volume, the case resolution rate in Romania is 99.2%, above the European average of 97.8%, and the average resolution time is 180 days, compared to 307 days in Europe. CSM draws attention to the constant deficit of judges, of up to 15%, which affects the judicial system's capacity to manage the workload efficiently.
