The advisory opinion is consultative in nature, and the final decision belongs to Parliament. According to the proposal, the service pension would be 55% of the average gross allowances from the last 5 years, but no more than 70% of the last net allowance. Additionally, the transition period until the retirement age of 65 would be 15 years, starting from January 1, 2026. The government mentioned that, compared to the previous project, the only substantial change is the extension of the transition period. The capping of pensions at 70% of the last net salary remains unchanged.
