The Constitutional Court of Romania is debating on Wednesday three referrals submitted by President Nicușor Dan, who contests legislative changes regarding the beaches of the Black Sea, the population of brown bears, and children's rights.
The first referral concerns a law that allows the free allocation of 20% of tourist beaches to local authorities, which Dan considers unconstitutional, emphasizing that beaches are public goods. The second referral relates to regulations regarding brown bears, criticizing the lack of justification for increasing the number of specimens that can be extracted and the absence of an effective monitoring mechanism. Finally, the third referral contests the amendments to the Law on the Protection of Children's Rights, particularly the removal of parental consent for the psychological counseling of minors and the extension of the placement of children in residential centers.
The decisions of the CCR will influence the implementation of these legislative measures.
