The National Authority for Management and Regulation in Communications (ANCOM) has issued a warning regarding the risk of involuntary roaming, which can occur especially in border areas, including on the territory of Romania. Users' phones may automatically connect to the networks of operators from neighboring countries outside the European Economic Area (EEA), generating unexpected costs. ANCOM recommends that users manually select the network or disable the roaming service in the phone settings to avoid these situations.

The 'Roam like at home' principle allows the use of mobile services in EEA countries without additional costs, but exceeding reasonable usage limits may incur surcharges. Starting from January 1, 2026, this principle will also extend to the Republic of Moldova and Ukraine, but it does not apply in Great Britain, Monaco, Andorra, or Switzerland. ANCOM emphasizes that users are usually informed via SMS about roaming rates, but there are exceptions. Rates outside the EEA are not regulated and can be very high, and users are advised to check offers and activate roaming options before traveling. In case of dissatisfaction, users should first contact their service provider.
