An investigation conducted by journalists from Public Record revealed that 50 officials from ANAF and the Ministry of Finance were hired or promoted based on diplomas obtained from two phantom universities, the 'Europa-Ecor US' University in Bucharest and the 'Alexandru Ghica' University in Alexandria. These institutions, established by Silviu Mina Dobronăuțeanu, operated without authorization, and many diplomas have been annulled by the courts.
Auditors from the Court of Accounts detailed the situation in a 2022 report, highlighting that inexperienced employees obtained false diplomas, took exams at accredited universities, and were employed in important positions. The fraud mechanism was discovered in 2009 when prosecutors identified the falsification of documents for 2,039 'students'. Although many diplomas have been annulled, many of these officials continue to work in the tax system. Public Record attempted to obtain a response from the Minister of Finance, Alexandru Nazare, but he did not comment on the situation.
