ANAF explained on Wednesday, October 29, 2026, how it can recover the 14,117,378.04 lei that the PNL must return to the state budget after the party definitively lost its case against the Permanent Electoral Authority at the High Court of Cassation and Justice. The Permanent Electoral Authority notified the tax authorities to recover the money, which was used to promote former presidential candidate Nicolae Ciucă’s book.
ANAF states that the procedures are applied uniformly, regardless of whether the debtor is an individual, a company or a political party. Recovery begins by establishing the debt and offering the possibility of voluntary payment or offsetting.
If the amount is not paid, the tax authority sends a payment notice and an enforceable title. The debtor has 15 days to pay or request mediation. At this stage, solutions such as payment by instalments may be considered.
In the absence of an agreement or settlement of the debt, ANAF may continue forced execution by garnishing accounts and amounts owed by third parties, or by seizing and selling movable and immovable assets. The tax authority emphasizes that outstanding debts do not automatically lead to garnishment, and forced execution is not the only legal means of recovery.
