The mayor emphasizes that moving employees to commercial companies subordinate to local councils could result in positions disappearing only on paper, while maintaining or even increasing total costs.

Criticism from local allies suggests that the reform could lead to reorganizations without real savings in the budget, which could affect the efficiency of public administration.
