According to a survey conducted by UNHCR, 51% of Ukrainian refugees aged between 20 and 64 in Romania report that they are working, including formal, informal, and remote work. However, the data varies, and another study estimates an employment rate of only 21.7%.


Out of nearly 25,000 Ukrainians registered with employment agencies, only 3,321 have found a job. This underemployment is influenced by language skills and structural barriers in the labor market.


A recent report shows that 65% of refugee families do not have resources to survive a whole month, and 24% have reduced their food consumption.


By the end of 2025, Romania has issued over 217,000 temporary protection permits for refugees.


At the European level, 57% of refugees are employed, but many work below their qualification level, with a median wage gap of 40% compared to locals.
