Adopted on November 19, 2025, the Novak Law requires all clubs in Romania to use at least 40% Romanian athletes in domestic competitions. Marius Mitran, an LPF official, criticized the law, stating that there is no such regulation in football in Western Europe and that it could distance Romania from European standards. Cristi Balaj, a former referee, argues that although the purpose of the law is commendable, it is unconstitutional and contradicts the principle of free movement of workers within the EU. Balaj emphasized that the state should invest in the development of Romanian athletes through legal methods, similar to those in other European countries. He warned that the Novak Law could generate legal issues with UEFA and proposed ways in which the law could be challenged, including referring the matter to the Constitutional Court.
