At the general assembly in Seoul, the IPC decided to reintegrate Russia and Belarus as full members, thus lifting the partial suspension imposed after the invasion of Ukraine in 2022. This decision allows Paralympic athletes from both countries to compete under their flags at the 2026 Winter Olympics, although participation depends on the decisions of the international federations that maintained the suspension. The motions for total and partial suspension of the national committees from Russia and Belarus were rejected by a clear majority.
