Ruslan Garballi, the godfather of Mayor Ion Ceban, has been dismissed from Apă-Canal and is suspected of organizing Ilan Shor's protests.

Ruslan Garbali, dismissed in April 2025 from Apă-Canal Chisinau on reasonable suspicion, is accused of being involved in the organization of the protests announced by Ilan Shor. A young man detained by police identified Garbalî's name as the organizer of the protest. He is also leader of the Vulcănești territorial office of the "Renaissance" party and attended a congress in Moscow, but denies any connection with the "Shor" group. Garbaly said that his dismissal is not related to corruption or politics, but admitted that the mayor had acted correctly in the nepotism issue.
