IGP Superintendent Viorel Cernăuțeanu has confirmed that Ilan Shor, a convicted fugitive, has created 'security' groups in Moldova, made up of former employees of the Interior Ministry and SIS. These groups are engaged in surveillance and subversive activities against the state. One entity associated with Shor is in the process of closure, but is facing legal difficulties. Police also identified and convicted members involved in destabilization. Intelligence-gathering activities for the Russian Federation complicate their accountability due to secure communication methods.
