Public institutions will be able to access total funding of €650 million to install photovoltaic panels and energy storage systems through two programs financed by the Modernization Fund, Prime Minister Ilie Bolojan announced on Tuesday. The projects aim to reduce bills and use energy produced from renewable sources for self-consumption.
The first program has a budget of €500 million and will finance photovoltaic installations, batteries and, in certain cases, heat pumps. Batteries are mandatory and must be sized for an operating period of between two and four hours. The second program, worth €150 million, is aimed at institutions that already have renewable energy installations and want to add “behind-the-meter” batteries.
Eligible beneficiaries include town halls, county councils, public hospitals, state universities, social centers and other public institutions. Funding can cover up to 100% of eligible expenses, up to €10 million per beneficiary.
Calls for projects open on Friday, September 11, 2026. Applications can be submitted through AFIR until November 6 or until the budget is exhausted, in order of registration.
