The proposal would require 18-year-olds to complete a questionnaire on their willingness and ability to serve in the military, without being obliged to do military service. The proposed model involves 6 months basic training, with the option to extend it to 17 months, and those who do their military service will join the reserves. Minister Boris Pistorius emphasizes the need to make the army 'war-capable' to ensure the country's defense and fulfill its role in NATO.
