The ASE study shows that the CNAS allocates more funds to hospital staff salaries than to medical services, highlighting funding gaps.

The analysis conducted by the Academy of Economic Studies and the 'Regina Maria' Health Network reveals that between 2018-2024, spending on health services increased significantly, but the salaries of hospital staff exceeded the budget allocated to services. In 2024, hospitals received 16 billion lei for services and 15.5 billion lei for salaries. The study also points to problems in the financing system, such as undersized tariffs, which affect hospital efficiency and equity among providers.
