An unannounced visit of the Monitoring Council revealed unacceptable conditions at the Sapoca Psychiatric Hospital, where patients were assaulted by staff. Three patients were slapped and hugged, and others were tied to beds. They were also fed expired chicken, and the facility had a shortage of beds, with 260 available for 320 patients.
