At a press conference in Berlin, Ukrainian President Volodymyr Zelensky stated that Ukraine will not recognize Donbas as Russian, neither legally nor practically. He emphasized that, at present, there is no discussion about a referendum on resolving the territorial issue of the region. Zelensky mentioned that peace negotiations have not yet led to a compromise and that Russia's position remains unchanged, seeking control over Donbas. He also discussed with the American delegation the security guarantees offered to Ukraine, which are considered acceptable for Russia as well. American President Donald Trump stated that an agreement regarding Ukraine is closer than ever, following discussions with Zelensky and European leaders.
