The Ukrainian President Volodymyr Zelensky stated that, in discussions with European allies, he did not receive a clear response regarding their reaction in the event of a new war. Although he noted a political will to provide security guarantees, Zelensky emphasized the need for these to be legally binding. Following a summit in Paris, the Coalition of Will agreed on the deployment of a multinational force in Ukraine, but the details remain unclear.

Zelensky requested adequate funding to maintain an army of 800,000 soldiers, properly equipped. Discussions with the U.S. continue to address difficult issues related to a possible peace agreement, including control over the Zaporizhzhia nuclear power plant and the Donbas region. Zelensky called for security guarantees similar to those offered by NATO and proposed that any peace agreement be subject to a referendum in Ukraine.
