In an NBC broadcast, Vance said Russia recognized the impossibility of installing a puppet regime in Kiev and accepted security guarantees for Ukraine. In return, Putin demands the ceding of the Donbas region, neutrality and a ban on the deployment of Western troops. Russian Foreign Minister Lavrov suggested involving states as guarantors of Ukraine's security. Trump has threatened further sanctions if there is no progress towards a peaceful settlement.
