Kirill Dmitriev, the economic envoy of Russian President Vladimir Putin and the main negotiator with the Trump administration, has been included on Ukraine's sanctions list, along with other high-ranking Russian officials. The sanctions are imposed for spreading propaganda and for attempting to attract Russian investments in key sectors of foreign economies. Born in Kiev, Dmitriev heads the Russian Direct Investment Fund (RDIF) and has been considered a key player in negotiations with the U.S. In addition to Dmitriev, Ukraine has sanctioned other officials, including the Minister of Agriculture and the Deputy Minister of Education, accusing them of seizing agricultural properties and conducting information operations against the Ukrainian state. President Zelensky has also issued sanctions against some Russian publishers for their support of the invasion.
