The President of Ukraine, Volodymyr Zelensky, stated that the sanctions imposed by Ukraine on nearly 700 ships linked to Russia's phantom fleet have come into effect. These ships are used for transporting oil and other energy resources, generating essential revenue for financing Russia's war against Ukraine. Zelensky emphasized that the ships operate under the flags of over 50 jurisdictions, complicating the enforcement of sanctions. Since February 2022, Russia has exported fossil fuels worth approximately 958 billion euros, most of which is oil. Zelensky asserted that efforts to block Russia's export infrastructure must continue, highlighting the importance of international pressure and diplomacy to end the conflict.
