The decision to build bunkers was made after an analysis of the existing infrastructure, which showed that the shelters are insufficient and outdated. The works will be coordinated by the Housing Development Authority (TOKI) and inspired by international examples. The first works have begun in cities such as Ankara. Although Turkey has regulations from 1987 for the construction of shelters, many are used for other purposes.
