The wall on the southern border, already built high and deeply buried, will be painted black to make it harder to scale, according to Kristi Noem. The paint absorbs heat, making the surface extremely hot. It will also protect the steel from rust, extending the life of the wall. The Trump administration has earmarked $46.5 billion to modernize the barrier, with a focus on immigration during his time in office.
