Colby emphasized that a strong Canada, which prioritizes military strength over rhetoric, is beneficial for both countries.

This decision comes against the backdrop of rising tensions between the U.S. and Canada, generated by trade disputes, the expiration of the North American trade agreement, and political conflicts. Additionally, Washington has adopted a firmer stance towards NATO allies, calling for increased defense spending, and Canada has committed to allocating 5% of its GDP for defense by 2035. The permanent joint defense committee, established in 1940, has an advisory role in North American continental defense.
