Embassies are encouraged to recruit local influencers to disseminate counter-propaganda messages, making them appear spontaneous. The telegram emphasizes threats to national security and calls for coordination with the Pentagon's psychological operations. Additionally, Elon Musk's platform X is recommended as an innovative tool for combating misinformation, despite controversies surrounding its practices. Embassies will promote U.S. foreign assistance and increase the availability of translated international news in local languages, transforming into distribution centers for information in countries with anti-American propaganda.
