This decision comes in the wake of sanctions imposed by the USA and the UK on Lukoil and Rosneft, the largest Russian oil companies, in response to the invasion of Ukraine. Lukoil, which extracts about 2% of global oil production, is seeking buyers for its international assets, valued at 22 billion dollars. Among the potential buyers are ExxonMobil, Chevron, and the Carlyle Group. The extension of the general license allows interested parties to finalize contingent contracts for the sale of assets, reducing pressure on them.
