The peace plan in 28 points, proposed by the USA for Ukraine, suggests that Moscow could gain control over the Donbas region in exchange for a 'rent', according to sources cited by The Telegraph. Although Kyiv would retain legal ownership of the territories, the plan would also include transforming the unoccupied areas of Donbas into a 'demilitarized zone'. In return, Russia could make concessions in the Zaporizhzhia and Kherson regions. Ukraine would need to reduce its army and give up certain Western weapons.
Although the idea of 'renting' reflects a commercial approach, any transfer of territory requires a referendum, which could make a rental agreement a viable solution. Ukraine was not involved in the drafting of the plan, and European and American officials have distanced themselves from it, considering it a 'maximalist fantasy of the Kremlin.'
