The State Duma of Russia is preparing to debate a bill that authorizes the deployment of troops abroad to protect Russian citizens. The bill, which will introduce amendments to two federal laws, has been approved by the government committee for legislation and will be sent to the lower house of Parliament. The law provides for the use of armed forces in foreign affairs, at the president's decision, to defend Russian citizens in the event of arrests or criminal prosecutions in other countries. This complements an amendment from April 2023, which allows the president to take measures to defend Russia and its citizens against the actions of international organizations. Although Russian leaders justify military intervention in Ukraine as a protective measure for ethnic Russians, many Russian-speaking individuals in Ukraine have rejected this intervention. Experts suggest that the Kremlin's objectives include creating a land corridor to Crimea and installing a friendly government in Ukraine.
