The State Duma of Russia has adopted a law that grants the FSB the authority to block any type of communication, based on decrees issued by Vladimir Putin. The law allows the FSB to issue mandatory requests to telecommunications operators to disconnect services in situations established by presidential decrees. Initially, it was believed that the FSB would only be able to make requests to protect citizens and the state, but these provisions were removed in the second reading. Telecommunications operators are exempt from liability for the blocks imposed by the FSB. Deputies from the 'New People' party voted against the amendments, highlighting the lack of clarity in the definition of communication services, which could lead to their arbitrary suspension. By 2025, Russia became a world leader in mobile internet disruptions, affecting millions of citizens. The State Duma is controlled by Putin and his party, United Russia, which dominates the political scene.
