The Kremlin has stated that a ceasefire in Ukraine can only be achieved after Ukrainian forces withdraw from the entire Donbas region. Yuri Ushakov stated that, in the absence of negotiations, the territory will be completely controlled by Russia. Currently, Russia controls the Luhansk region and approximately 80% of Donetsk, although Kyiv retains control over some important cities. Ushakov mentioned that, according to a peace plan, only the National Guard Rosgvardiya of Russia could be deployed in areas controlled by Ukraine, without the presence of the Russian army.

He also rejected the proposal of Ukrainian President Zelensky to organize a referendum for the future of Donbas, stating that the region is considered Russian according to the Constitution of Russia. The National Guard of Russia, which includes approximately 400,000 members, has been involved in the conflict in Ukraine since 2022 and has recently been granted permission to use heavy weaponry.
