The European Commission proposes to cut greenhouse gas emissions by 90% by 2040, introducing flexibilities for member countries.

The European Commission has reaffirmed its target of reducing greenhouse gas emissions by 90% by 2040 compared to 1990 levels, but added flexibilities for member states. From 2036, states can include the purchase of international carbon credits, up to 3% of the total target. This approach allows the EU to buy carbon credits from developing countries, a change from the current strategy based on domestic emission cuts. The proposal is to be negotiated and approved by the European Parliament and most member countries.
