The EU is transferring 2.3 billion euros to support Ukraine's finances.

A regular tranche from the Ukraine Facility is conditioned on reforms in key areas of administration and the economy.

Brussels, December 22, 2025 – The European Commission has transferred 2.3 billion euros to Ukraine to support public finances and the functioning of the state administration, in the context of the ongoing war triggered by Russia's invasion. The payment represents the sixth regular tranche granted under the Ukraine Facility, the main financial instrument of the European Union to support Ukraine's recovery, reforms, and European path.

According to the Commission, this tranche contributes to stabilizing Ukraine's state budget, allowing the authorities in Kyiv to advance structural reforms deemed essential for European integration, even in wartime conditions. With this payment, the total amount transferred by the EU under the Ukraine Plan since its launch in March 2024 reaches 26.8 billion euros, equivalent to almost 70% of the funds available through the first pillar of the Ukraine Facility.

The payment was approved after Ukraine met a series of reform indicators in strategic areas, including public finance management, the judiciary, financial markets, decentralization and regional policy, the agri-food sector, critical raw materials management, as well as the green transition and environmental protection.

Ukraine submitted its partial payment request on November 11, 2025, and on December 11, the Council of the European Union validated the Commission's assessment that the Ukrainian authorities met eight reform indicators related to this tranche, as well as one remaining indicator from a previous payment.

"Ukraine is implementing real reforms at a remarkable pace, despite Russia's aggression. Through the Ukraine Facility, the European Union supports reforms that bring Ukraine closer to the EU, while also addressing critical needs, including energy security during winter," said Marta Kos, European Commissioner for Enlargement.

The Commission emphasizes that the Ukraine Facility remains an essential tool for maintaining the pace of reforms and supporting Ukraine's European perspective, alongside the financial and political support provided in the context of the conflict.

The Ukraine Facility is the main financial instrument of the European Union aimed at supporting Ukraine during the period 2024–2027. It combines financial assistance with strict conditionalities related to reforms, aiming to stabilize the country's economy, post-war reconstruction, and preparation for EU accession.
