According to recent proposals, Ukraine would not have access to the European Union budget, would not receive agricultural subsidies, and would not have voting rights until it obtains full membership status. EU member states, including Germany and France, have rejected the European Commission's proposals to accelerate the accession process. Germany proposes an 'associated member' status, which would allow Ukraine to participate in meetings but without voting rights. France refers to this intermediate membership as 'integrated state status.' Other officials from the European Commission suggest that these proposals could form the basis for a final integration offer. Ukraine's Deputy Prime Minister, Taras Kachka, mentions that Kyiv continues dialogue with European capitals, emphasizing that Ukraine is essential for Europe's security. The German proposal could be adopted through a political decision, avoiding bureaucratic procedures, while France calls for a referendum for each new EU member.
